He was born in Tokyo in 1943. He first became an actor of the Bungakuza theater company, performing under the stage name Gen Shimazu. He appeared in programs such as the Kinoshita Keisuke Hour series Kyōdai (Brothers, 1969, TBS) and Niwaka: Naniwa Yūkyōden (Niwaka: Legend of the Naniwa Gambler, 1970, TBS) before leaving acting to focus on screenwriting. He wrote scripts for many hit television series in the 1970s, including Oretachi no Tabi (Our Journey, 1975, NTV), Oretachi no Asa (Our Morning, 1976, NTV), and Taiyō ni Hoero! (Roar at the Sun!, 1972–1986, NTV). From 1990 onward, he was also involved in writing and directing for Yoshimoto Shinkigeki. In 2009, he formed the Engekiyaroukai theater troupe and served as its leader. He died in 2023 at the age of 80. His other notable credits in television include Yūhigaoka no Sōridaijin (The Prime Minister of Yuhigaoka, 1978, NTV), Uwasa no Keiji Tomī to Matsu (Tommy and Matsu: The Rumored Detectives, 1979–1982, TBS), Maido Osawagase Shimasu (Pardon the Disturbance, 1985–1986, TBS), Announcer Puttsun Monogatari (The Announcers' Breaking Point Story, 1987, Fuji TV), Hana no Furu Gogo (Afternoon of Falling Flowers, 1989, NHK), and Kids War: Zakennayo (Kids War: Don’t Mess With Us!, 1999, TBS).
